The Standard Assessment Procedure (SAP) has been used to produce Energy Performance Certificates for UK homes since the early 1990s. Its fundamental flaw for electric heating was a static annual carbon factor for electricity that did not reflect how rapidly the grid has decarbonised.
In 2012, electricity really was high-carbon: coal still provided a large share of UK generation. By 2024, wind, solar, and nuclear regularly supply more than half of UK electricity. But the SAP 2012 carbon factor barely moved. The result was that a PowerBoard-heated property with a green tariff was assessed as if it were running on the 2012 grid.
HEM corrects this by using actual half-hourly carbon intensity data from the National Grid. Electricity consumed during a windy overnight period in Scotland carries a very different carbon rating from electricity consumed during a still winter afternoon. This is a dramatically more accurate model, and it materially improves the carbon and energy efficiency ratings of all-electric properties.
The four new EPC metrics under HEM give a more complete picture than the single A to G band: energy cost, carbon emissions, energy consumption, and heating control quality are all scored separately.
HEM is not a change you need to actively do anything about. It is a change to how EPCs are calculated when your property is next assessed.
If your property was assessed under SAP 2012 and rated F or G because of electric heating, a reassessment under HEM is likely to show a significantly improved carbon and energy rating. This matters if you are selling, remortgaging, or need to demonstrate energy performance to an insurer.
For private landlords trying to reach EPC C by October 2030, a PowerBoard installation assessed under HEM will likely achieve a better rating than the same installation assessed under SAP 2012. This may be the difference between needing additional fabric measures or not.
Social landlords targeting the April 2030 EPC C deadline will find that HEM makes all-electric infrared upgrades more competitive against gas boiler replacements and heat pumps on the carbon metric. This strengthens the case for PowerBoard within a programme context.
