Part L is assessed for the whole dwelling through SAP. In SAP, PowerBoard is assessed as direct electric heating. No infrared product has its own SAP category yet; the Talan infrared industry group is funding a test protocol for one in SAP and the Home Energy Model. For retrofits, no building control notification is required unless you're adding new circuits. Your installer provides a Part P certificate upon completion.
