The Minimum Energy Efficiency Standards (MEES) regulations set the legal baseline for energy performance in the private rented sector. Since April 2020, landlords have been unable to grant new tenancies on properties rated F or G. The October 2030 extension tightens this floor to EPC C.

The key difference with the 2030 obligation is that it applies to all tenancies, not just new lettings. This means even properties with long-established tenancies will need to comply. There are limited exemptions (for properties where the cost of improvement is disproportionate), but these are narrowly defined and require formal registration.

Local authority enforcement is expected to increase from 2028 onwards as the deadline approaches. Civil penalties for non-compliant properties can be significant. The practical approach is to start planning upgrades now, when installers are available and costs are lower, rather than joining a last-minute rush.

What is the EPC C deadline for private landlords?

The government confirmed in January 2026 that private rented sector properties must achieve EPC C by 1 October 2030. There is a single date and no phasing. Approximately 52% of private rented properties currently need upgrading to reach C.

Can I upgrade heating while the property is tenanted?

In most cases, yes. Because PowerBoard does not require pipework changes or floor disruption, the work is usually compatible with occupied properties. The installation is typically completed in a single day and rooms are usable the same evening.

What happens if I do not meet the EPC C deadline?

Under the proposed MEES (Minimum Energy Efficiency Standards) regime, landlords who cannot let or continue to let a sub-standard property after the compliance date may face civil penalties. The enforcement mechanism is still being finalised, but the direction of travel is clear.

Will infrared heating improve my EPC rating?

Replacing an older gas, oil or electric storage system with modern infrared can improve the heating efficiency component of the EPC rating. Is there any funding available for landlords?

ECO4 extended to December 2026 for eligible tenants in fuel poverty. From 2027 the Warm Homes Plan may provide routes for private landlords in specific circumstances. Speak to an energy advisor about current eligibility for your property and tenant profile.

Do I still need an annual gas safety check?

Only if gas appliances remain in the property. If PowerBoard replaces your gas boiler entirely and you cap the gas supply at the meter, there are no gas appliances requiring an annual safety inspection. This removes a recurring landlord obligation and cost.

How long does the installation take and will my tenant be disturbed?

A typical 2-bedroom flat takes a single electrician one day to complete. Panels are surface-mounted directly to the existing ceiling. Rooms are operational within hours. In our experience, the majority of tenants report the installation as less disruptive than a routine boiler service.

What is the warranty on PowerBoard panels?
