How a council housing programme works

A typical local authority programme starts with a stock survey: a representative sample of properties is assessed for current EPC band, heating system type, and insulation condition. This produces a prioritisation list that identifies which properties can reach EPC C most cost-effectively.

Properties are then batched by geography and property type. A single electrician installs PowerBoard panels in each flat or house, usually completing one property per day. No floor disruption, no scaffolding, and no decant is required in most cases.

Procurement runs via the Fusion21 Heating and Renewables framework, which provides a compliant route for local authorities and avoids a separate OJEU or Find a Tender Service process. PoweRad is experienced in supplying into framework-procured social housing programmes.

Programmes can be structured across multiple financial years. Properties upgraded in Year 1 generate EPC certificates and compliance documentation that can support WH:LG drawdown and progress reporting to DESNZ throughout the programme lifetime.

Carbon reduction and net-zero alignment

Scope 1 emissions eliminated

Gas boilers burn fossil fuel and produce direct (Scope 1) carbon emissions at each property. Switching to PowerBoard removes all on-site combustion from the affected properties, eliminating their Scope 1 contribution entirely. This directly reduces a council's reported carbon footprint.

Favourable under HEM methodology

The new Home Energy Model (HEM) uses variable half-hourly grid carbon intensity rather than the old SAP 2012 static factor. As the grid continues to decarbonise, all-electric properties assessed under HEM will show continued improvement in their carbon rating without any further physical intervention.
